The effect of the Town & Parish Council Precept on SDC Band D Council Tax 1996-03

Town and Parish Councils are funded by way of Precept and this table compares the total cost of precepted Band D Council Tax by geographical area and should be studied with reference to the notes published with Council Tax bills for each of the last seven years. This reveals that the average cost of the Town/Parish Precept to a band D Council Tax Payer is £162.11p or £23.16p per year. As with any average, some will pay more and some less. Five areas pay nothing. The total raised in this way over seven years amounts to £6,901,416. By dividing the amount raised in each area by the amount of Band D Council Tax, a 'multiplier' is established which determines the ranking for this table. Adding all of the multipliers together produces a figure of 42450, which, when divided into the seven year total, equals £162.58p or £23.23p per year. However, the actual average cost of Band D Council tax is £101.87p or £14.55p per year. The apparent discrepancy can be explained by the fact that the total amount raised in each area is influenced by the number of Council tax payers paying upto double of the Band D rate.
